No doubt its one of the smoothest PCPs out there. The build quality is excellent. You cant go wrong with an AirArms.

i. yes, an air arms 410 in 0.177 is a good choice.
ii. I'm sure you are aware that a FAC verison might mean less shots per charge.
iii. if you are importing yourself, you can only go for 0.177, so disregard .22 calibre.
iv your scope choice is dictated by the use you intend, and the weight you can afford. however, since recoil is not an issue, you can buy any.

Did you say London ?
They have very strict laws regarding moving with an Airgun, it has to be properly concelead/packed while you take it to the airport, the ammo and gun shouldn't be placed together its considered an offence if you have gun loaded and the ammo packed with it.
The Airline has to be informed 48 hours before you plan to travel,At the airport you got to declare gun at the airline counter, do you really want you sister to go through this trouble ?

BTW, you cannot get a FAC power airgun in London. I thought you were getting it from the states
Although carrying a legal limit airgun at Heathrow is not too big a headache, as long as you follow the rules

Due why take all the hassle get it sourced locally and secondly you would have to face a lot more issues importing it !
