Over the years the process has changed somewhat, as have the fees.
Before you begin the process, you will need the following:-
1. Scan of your address proof
2. Scan of your date of birth proof (if different from the above)
3. Scan of your arms license (if planning to shoot in a firearms discipline viz anything other than 10 metre air-rifle/ air-pistol)
4. Scan of medical certificate from a doctor (with his registration no. clearly mentioned) stating that you are not suffering from any contagious disease

6. Scan/ PDF of your renowned shot certificate. This was made mandatory during the covid pandemic, as range use was severely restricted during those days, but they still ask for it.
If you are not a renowned shooter (which I'm guessing would be the case, else this query would not have been posted here), I would suggest you write a letter to "The Administrator, Dr. KSSR, Tuglaqabad" seeking his exception/ indulgence to allow you to practice at the range. Upload a scan of this letter in the place of the renowned shot certificate and follow up offline. From what I hear, they are quite open to such follow ups.
7. A PP sized photo of yours in JPEG format
Current process is as follows:
1. Go to

2. If not already registered there (assuming you aren't), click on the "register" link in the top navigation menu (else click on login - duh!)
3. Once registered, return to the website and login. Upon login, you will seek a big link in the centre of the page saying "book stadia", clicking on this does NOTHING (at least on firefox, it may work in other browsers). Here you will once again need to click on one of the top navigation links, labelled "book now"
4. This will take you to an online form, wherein you will need to fill in your details, choose your stadia (KSSR in this case, choose your discipline (10m, 25, shotgun), choose your timings, etc. The form is pretty self explanatory, you'll be required to make the uploads on the next page.
5. There is a nominal INR 100 fee for registration, to be paid after your application is approved. This fee is valid for an entire financial year - so if you apply in April of the year, you just pay INR 100 till next year 31st March! To give credit where it is due, this massive reduction in fees was introduced by Shri. Kiren Rijiju during his tenure as Sports Minister.
6. Lastly, you will need to arrange for your own consumables at the range - ammo, targets etc. Target grade guns can be hired, but that is another offline process, which is probably not within the ambit of this question.
