You need to reach out or find shooting club near your campus or in your school and inquire about it. Remember LA has stringent gun laws and follow the local rules to the T.

There are quite a few websites that show the local ranges. Wheretoshoot is one and NRA's website also has range locations. Check google for "shooting range" or "gun".

Parag,
I have lived in LA for aroudn 3 years and use to shoot there. As ngrewal pointed out, CA has stringent laws but yeah there is an outdoor range called brrc. (www.brrc.org) up north and they are a non profit organization. They hold M1 Garand (30-06) clinics for newbies and at the end they also give certifictes which you can use to register at NRA.
They provide club rifles and you have to buy ammo from them. (50 rounds usually run around $25). They will teach you how to shoot M1 Garand at 100 yards and later on you can move to high power rifle shooting. At that point you need to have your own gun to participate. The club also takes part in some renowned events like Creedmoore cup and coalinga.
pls check the gun laws before buying a firearm as you are on a student visa and your status is "alien".
hope this helps.
