is membership to rifle club must to play in competition?

Hi,

I am from pune and interested in target shooting sports.

When I came to know about MES shooting rage near Tilak Road they said I need to complete basic course for 10 days
and then membership to club will cost 8000 rs annually.

I just want to know that if i complete basic course, get certificate for same and register at MRA then can I participate in any competitions without club membership.?

What could be the limiting factor if no club membership.?
