Application for Arms License (Some Queries)

Dear All,
I am Viney Rao, a Management Graduate and presently, I am working as a Deputy Manager with one of a prestigious government national institution. The basic nature of my job involves venturing out into rural areas even at odd times. Therefore i wish to apply for an arms license (Pistol).
My hometown is in Jaipur (Rajasthan) and I am presently posted at Nanded (Maharashtra) and my job is frequently transferable. Also, my organisation is not ready to render any support to me in my application for arms license.
Some of the queries which i would like to get clarified from the owner or the users of this forum are:
1. Please brief me about the whole procedure of application and the way i should approach it.
2. From where should i apply for arms license (I mean from Jaipur or from Nanded, Maharashtra)
3. Is the reason specified by me would suffice to obtain me an arms license
4. Since my job is transferable , would i be able to carry arms throughout the country?
