Indians For Guns

I am processing my arms license in India. I was informed that I had to pay deposits at the District Magistrate for the arms license. Does anyone know if this is required? Has anyone done this for their license? If yes, how much have you paid?

I would appreciate any educated inputs.

Iduring 2008 enquired for applying for a arm licence from Uttaranchal, the gun dealer told me that one has to furnish National Saving Certificates (NSC) worth Rs 50,000/- (Rs fifty Thousands Only) after the licence has been sanctioned. I got my gun licence from Delhi in 1991 and at that time there was no such requirement in Delhi.

Just to give others an idea of what it takes to have a good gun in India even if you are importing on TR.
I am spending Rs 100,000 to get my Indian license and Import permit and lawyer fee for getting my personal pistol under TR.

You will be ready to import your gun 2 years after you have done American paperwork. (Provided you meet TR requirements)
The flight I booked does not allow ammo in luggage, thus the extra charge for shipping ammo.

My cost so far:
Personal carry gun: $ 1,600.00 (including mags and quality holsters)
100 rounds Personal defense ammo: $ 150.00
Export Permit: $ 400.00 - $ 600.00
Shipping by air (gun only): $ 700.00 - $ 1000.00
Ammo Packing fee as per UN regulations: $ 150.00
Ammo Haz Number fee: $ 100.00 - $ 150.00
Ammo shipping fee: $ 500.00
If shipped on a diff date than gun: $ 400.00 - $ 600.00 (for state dept. export permit)

US Total so far: $ 4000.00 - $ 4,750


Duty on Import is unknown as I have not paid that yet. But I will update upon completion.

i never come across where one is required to deposit arms licence and pay a deposit fee for the same, smells fishy, should do a RTI on this.

RTI Right to Information, used to get data that the government employees do not want you to have. Also one can ask question like is there a deposit needs to be paid for deposit of arms licence etc. very useful tool in today's India. do a google and see

Are they trying to circumvent Indian Arms Act 1959
CHAPTER III - PROVISIONS RELATING TO LICENCES,
14. Refusal of licences
(2) The licensing authority shall not refuse to grant any licence to any person merely on the ground that such person does not own or possess sufficient property.
Are they trying to cleverly bypass this clause by asking to deposit money(movable property) after the grant of license?

no import licence etc how can one get this?

The price was quoted by Simpson ltd In IL, USA. They were the cheapest and I looked all around.
Yes you are right 50 rounds is allowed in baggage only if your airline allows it. My flight does not allow ammo in checked baggage.

The ammo packing fee is because ammo is considered a HAZMAT load and the cardboard boxes they come in are not considered sufficient for mailing overseas by air. They also require a 24 hour emergency number on the shipment in-case there is any problem with the shipment.

This company is by far the cheapest. Most wont even touch exporting.

under the TR one can only bring 50 shots. air line allows up to 5kg in most cases. so how did you manage to get much more? did you get an import licence as well?

have you taken the implication on what happens when it reaches India?

Kamleshwar is absolutely correct. I got 3 licences made from Dehradun. Two of them when Dehradun was part of Uttar Pradesh and one when it was made the capital of the newly formed state of Uttarakhand (then Uttaranchal).
Once the licence was sanctioned , I had to purchase N.S.C. (National Saving Certificate) worth Rs 15,000 /= per licence (Rs 45000/= in total).
There is nothing wrong in purchasing them, since you bye them in your name and encash the (exactly like a fixed deposite in a bank) once they mature.
Now I shall tell you the rationalle behind this. The Govt. comes out with schemes (such as N.S.C.) so that people invest in them and then they (the Govt.) can invest this money into development projects. I am not sure but I think such investments are "exempted' from Income Tax. Another such scheme is the Infrastructure bonds where one gets a lesser rate of interest but gets certain tax benefits.
In most cases such schemes do not yield adequate funds on their own account , since the rate of interest is lower compared to other (private) investmens.
Hence the D.M. requests you to invest in such schemes before handing over the licence.

There is nothing wrong in purchasing them, since you bye them in your name and encash the (exactly like a fixed deposite in a bank) once they mature.

I would tend to disagree with this opinion as a matter of principle. It is not a healthy trend by government to "force" people into investing something. First I may not have the amount of money to block into such kind of investment or I may simply want to invest my money elsewhere which will give better returns. Moreover it seems to be violation of the provisions the Arms Act itself as mentioned by me in my previous post above. I feel it is either a negative move by government to discourage people from applying for Arms license unless they can afford to block their money in kind of investment government wants or government is exploiting the need of self defense by placing a hefty price for same.

our funding fathers debated the issue of licence and property etc, and came against such issues. so any DM who tells people to show this income proofs etc is in contravention of the Arms Act. in simple words he is breaking the law and is forcing people into partaking in illegal act.

I just got an arms license from D.Dun. Had applied last year. Dont remember the NSC part. Quite possible I may have done it and dont remember with the whole process being multiple stages. Have to now go there to buy a weapon, apparently has to be purchased within three months of the license being issued.
Am in the US (PHX) and am planning to bring a handgun with me from here under TR next year. I have a Sig Sauer p229R in 357 sig, Springfield XDm .40 and a Smithie TRR8 357 magnum. Will probably bring the Sig if I can. Do you have any information on how one gets about obtaining an import permit from India? If the US paperwork takes about a year, then I should work on the import permit soon. I will be visiting Delhi, D.Dun next week.
American Airlines and British Airways will let you transport ammo from here in checked in baggage without any such regulations/charges as mentioned by you, atleast that is what they told me last week when I spoke to both. Perhaps you may want to call them yourself too.
