It's like any other normal application in Form A... you will, though, need to support your need for such with 'sufficient' reason. Other than pushing your file/case, that is as normal as the procedure goes.
On the administration side, your local Licensing authority will forward it to the state home dept. with requisite recommendations, then the state home dept. studies the merits, and if they find it 'acceptable'...it is forwarded to MHA for consideration and final approval, which is the difficult part.

Dear Prabhat,
The procedure of All India License in U.P is; you should apply on court fee stamped application in the District Magistrate's arm office attached with all U.P licens,the chief arm clerk will send that to local police authority for the need and character verification. Primarily the S.H.O(Kotwal) will remark his opinion & gradually followed by C.O,Add. S.P, D.C.R.B, L.I.U & Superintendent of Police quote his opinions. After the procedure completes the application goes to Shastra Anubhag 2 for the Union Home ministry's recommendation. After the recommendation occurs the order goes to Governor's arm office for a final fax to District Magistrate's office of the basic application point. The final order is finalized by an All India License order stamped by the Magistrate on the same U.P. License endorsing as All India License.
