Foreign Trade (Development & Regulation) amendment bill,2009

Today's Times of India, Page 15, Delhi Edition talks about Foreign Trade (Development & Regulation) amendment bill, 2009, introduced in Rajya Sabha on 25th of November, 2009. The notification says that this is available in htp://rajyasabha.nic.in under the caption "Bills with the Committees", but couldn't find it there. They want general public's response on a lot of points, the one that we can (under my common logic) use to our advantage is:
a) Dispense with the requirement of obtaining any license or permit for import or export except as may be provided under the Act.
b) Broaden the scope of word "license" defined in the Act.
My understanding of the law is nil. I can't understand the L to the W of the technical terms used. But can someone go through this and let us common people know whether we can state our grievance w.r.t to restriction of Arms Import under this new amendment??
The DGFT site is not available because of some technical issue. Neither am I able to locate this document on the Rajya Sabha site(they may be updating it later).
If we can repeal the arms restriction under the proposed amendment, then we have time till 3rd of February to send responses to [email protected] or mail to Shri Surinder Kumar Watts, Joint Secretary, Rajya Sabha Secretariat, Room No. 240, Second Floor, Parliament House Annexe, New Delhi (Tel: 011-23034240)
