KIndly refer IOF website http://ofbindia.gov.in/products/data/we ... 6rifle.pdf , this clearly mention that , 30-06 Sporting Rifle (NPB) will be restricted to only those persons / shooters who hold a specific licence for 30-06 Sporting Rifle for sports.
Can this can be considered as 4th weapon in lieu of .22 rifle under sports category.

In usual circumstances , no. However it is solely the discretion of the licensing authority, especially if you already own a .22LR rifle.
