Time between License Renewals reduced?!!??

Hello all,
First a little history, in August 2007 I had submitted my dad's license for renewal (Due for September 2007 expiry), after it was renewed I noticed that the date of next renewal was not a full 3 years(it should have been september 2010) but was infact December 2009. When I checked with the Arms Clerk he said that a policy decision had been made regarding the reduction of renewal period from 3 years 2 years.
That still did'nt explain why my dad got 2 years and 3 months between renewals.
Anyway, I mentioned this to a relative of mine and he explained that due to a large number of licensees not renewing their licenses on time, the DCP's office was doing this, also he mentioned that if all the licenses came up for renewal in the same calender year it would be easy to remember. (How the offices would handle the paperwork and verification process for everyone at the same time beats me.) I assumed that to be a temporary thing.
Now my Arms License (All India) is due for renewal in February 2009 and I checked with the arms clerk again and he said the 2 year renewal period was still in place. I pressed in asking if speaking to the officer(DCP) and requesting for a full 3 years would help, and he said that the "Rule" was equally applicable to everyone, so it would not help.
I am now thinking of having the license renewed by the Home Department (do they even do renewals?)if that's going to make any difference. I do know that the Licensing Authority can vary the time between renewals but this seems absurd in applying to those who a renew on time.
Anyone have any inputs on this??

Normally the renewal is for a period of 3 years or a fraction there of to coincide with December of every year . This applies only for the I renewal after which it is for every 3 years. i am not aware of any changes that has been incorporated in the arms act reducing the time between renewals and the licencing authorities donot have the discretion or the authority to reduce the renewal period on their owni. Is your licence being renewed for the I time

It is, and AFAIK has always been 2 year renewals here in Mumbai.

checked here with the local authorities(Bhopal,M.P).no change here.
its still 3years on self-protection licence.

In Delhi it's 3 yrs for all arms,and normally for ease of memory of the licensee the date of renewal is 1 month either side of the individuals birthday,and they do send you a reminder.

I don't really know anyone very well who has long gun license in Mumbai.

Probably this (birthday) thing has not been applied uniformly, my pistol license comes up for renewal in the first week of September and the shotty comes up for renewal on my birthday in January... but yes it is once every 3 years for both licenses.
The nice thing about the Delhi licensing dept. is that they do (usually) send you a renewal reminder in advance along with a renewal form, also the renewal process is about 30 mins to an hour or so (depending on the queue).

Sudhaiob: this is my 5th renewal;that is 1st time after 1 year and 3 year renewals after that, my license was issued in 1996.
Abhijeet: Handing in the application form for renewal takes only a few minutes but the verification process can take up to a month,unless you grease the wheels ofcourse

No grease here bro, it's a simple and pretty much effortless process in Delhi. I've had a license since '91 and the only change I've noticed is the (now) mandatory arms inspection. Other than that it's a breeze here - the benefits of a fully computerised dept.

Looks like a pretty fast process in delhi.it takes more than 6 months in some districts of AP.

Can a DM of a district where i apply to renew my all india licence insist on a NOC from the isuing authority of the licence (that is some other state from where the licence was acquired)if he so feels or it this wrong with respect to a all india arms licence which can be renewed anywhere and hence logically shud not require a NOC from the issuing authority.which is correct

In our royal state of Bihar too is still three years and no time frame but usually any day in December.
Annual inspection is mandatory.
But a visit to the arms magistrate's office and a look at the papers, records and furniture, state of affairs and you remark - God how do these guys work here and how to they locate any record in this mess ?
Old documents are stored in Gunny bags there!
