Of course he can , however merely because he's an aspiring shooter may not justify his getting the license. All the best

If you have become an aspiring shooter in let's assume center fire pistol, then the NRAI recommends a pistol .32 license. Now what you buy is up to you. Ideally, a .32 match pistol which would enable one to practice to become a renowned shot. But you can buy say a .32 acp to cover the license in case no match firearm is available.

The only advantage you can get it that authorities may not ask you for training certificate.

Depends on what your goal is. Becoming an aspiring shooter (i.e. qualifying in the required matches) allows you to apply for a license to own a firearm as a sportsman. The primary advantage is more firearms (total 4) and ammo quota (upto or more than 10k rounds per year). However, this technically only allows you to use your firearms in matches and not in self defense. Whether or not you can use your sporting firerams to defend yourself really is open to interpretation by your local authorities. In fact it can even vary from officer to officer and judge to judge, so, I'd tread very carefully here.

If you're interested in first getting a license as an aspiring shooter, and then apply for one in self defense, then too it would boil down to the will of your local admin. One may see you as a responsible citizen competent in firearms and grant you the license. If you're not so lucky, they may also say you don't have sufficient threat to be allowed the same. My suggestion is go for the aspiring shooter license. At least, it allows you to legally own firearms and practice with them. I am unaware of how many times you might be allowed to apply for a license for self defense, but if you keep at it, you just might eventually get one.

Yeah, totally! If you're looking to get a self-defense weapon, it's usually best to check the laws in your area. Some places have specific requirements or training courses you need to complete first. Just make sure you stay informed and follow the rules.
