1.) Renowned shooters allowed up to 14 firearms (including 2 as normal Citizen)

I would like our forum members to interpret the above latest provision for Junior shooters and Aspiring shooters.
Can my son who is Aspiring shooter in Rifle, Shotgun and Pistol hold two firearms as a normal citizen and posses two rifles, two shotguns, and two hanguns, totalling eight firearms??

It has been clearly mentioned in the Renowned Shooters category section but not in the Junior shooter or Aspiring Shooter section .


(c) if a shooter is renowned in more than two events, the maximum number of weapons he can possess shall be fourteen (i.e. twelve in the exempted category plus two weapons which he can possess as a normal citizen under sub- section 2 of section 3 of the Act


The rules as below for your reference :-

Junior Target Shooter Type of arms used in the event in
which the person is a Junior
Target Shooter.

(i) The exemption is restricted to
two weapons of any category
in which the person is a Junior
target shooter;
(ii) The person must hold a
certificate issued by the
appropriate certifying body
referred to in paragraph 3 of
this notification.
4. Aspiring Shooter Type of arms used in the event in
which the person is an Aspiring
Shooter.
(i) The exemption is restricted to
two weapons of any category
in which the person is an
Aspiring Shooter;

(ii) The person must hold a
certificate issued by the
appropriate certifying body
referred to in paragraph 3 of
this notification.


International Medalist / Renowned Shooter

(i) Rifles in caliber .22 Long Rifle (also known as .22 LR); (ii) Center fire Rifles with calibers up to 8 mm including all calibers lower than 8 mm; (iii) Pistols/Revolvers of caliber up to and including 9 mm but excluding 9 mm parabellum(9X19 mm); (iv) Shotguns of caliber up to 12 bore/guage including all calibers lower than 12 bore/gauge.
(i) The total number of weapons exempted shall not exceed twelve in addition to the number of weapons he is entitled to possess as a normal citizen as per the provisions of the Act, subject to an overall ceiling of fourteen weapons;
(ii) The person must hold a certificate issued by the appropriate certifying body referred to in paragraph 3 of this notification.
Note: (a) if a shooter is renowned in one event only, the maximum number of weapons he can possess shall be ten (i.e. eight in the exempted category plus two weapons which he can possess as a normal citizen under sub-section 2 of section 3 of the Act);
(b) if a shooter is renowned in two events, the maximum number of weapons he can possess shall be twelve (i.e. ten in the exempted category plus two weapons which he can possess as a normal citizen under sub- section 2 of section 3 of the Act);
(c) if a shooter is renowned in more than two events, the maximum number of weapons he can possess shall be fourteen (i.e. twelve in the exempted category plus two weapons which he can possess as a normal citizen under sub- section 2 of section 3 of the Act

IMHO, If your son is above 21 years he is allowed to possess 2 firearms as a normal citizen.
And, since you said he was an aspiring shooter, he is allowed 2 additional firearms (in total) in the exemption. Therefore, the total tally now comes to 4 only.

He may have one firearm in each of the categories or two in the same category but up to a maximum of two only, as an aspiring shooter. So even if he is an aspiring shooter in more than two categories he can still have only 2 firearms in the exempted category.
This is an improvement over the earlier Rule, where only one extra firearm was allowed to an aspiring shooter.

Additionally, for Junior Target Shooters the total is just two overall, as they are not eligible to own any firearms other than those exempted under this notification (for shooting sports), until they reach the age of 21 years.

Does the above notification also means that aspiring shooter will be given all india validity, that too without referring to central or state govt.???
If yes then it would really make all licence holders curious for shooting as a sport

No benefit for them, they would be treated the same as the rest of the citizenry.

Is there any provision about the extra .22lr rifle allowed for rifle club members above the normal 2 weapons?

That is per Section 3 (3) of the Arms Act 1959, there is no need for any special notification for that.
