Can I carry a blank gun in india if I have NOC?

No, you will need proper license to own/carry blank gun.

There is nothing called NOC. Either it required a license or not Required.
If the weapon do not require a license then I think you can carry it with you. Till Now there is no rules restricting carrying the guns which do not require a license.

The NOC he is referring to is that before Arms rules 2016, dealers used to issue a letter on their letter head mentioning that the particular weapon is a blank firing weapon and does not shoot bullets and therefore license is not required. This has changed after Arms Rules 2016.
