Query regarding empty shotshells

I wanted to know about the laws regarding transporting empty 12 bore shells. My uncle had many empties in his closet but the manager is hesistant in transporting to my maternal grandfather in my village.He does not know about the rules and neither do I. So please help me with your knowledge. P.S. Picking them in person is not an option.

They (used cartridge cases) are not covered by any laws/ rules, there should be no legal problem keeping or transporting them by road.
BTW what do you plan to do with them? They make somewhat useful candle stands

My distant maternal grandfather has tools for reloading . He had asked me for some empties . My uncle is no more .His gun and all accessories including empties are in his office.The manager is unwilling to give the empties as he does not know about the rules.

You'll have to reload with percussion caps and black powder as I don't know of anyone supplying smokeless powder and primers.

That's how they do it. They even reload misfired shotshells.

I do not know about others but they do it with fireworks supply . They make pellets on their own.

"Fireworks supply" is a bad idea, one should preferably use powder and percussion caps obtained from an arms dealer. Arms dealers will also have lead shot (pellets) for sale.

I searched for pellets but the dealer asked for muzzle loading licence. Mundaire Sir, I know fireworks supply is a bad idea. I always use new and fresh cartridges.

No. As long as you don't exceed the limit on your licence.

Reloading is illegal. Read point no. 31 of Arms rules 2016.

If there are no suppliers for Smokeless Powders how does Shaktiman Load Shells? Imported Powder? Primers will be imported for sure, was curious about the powder

Shaktiman has license to manufacture cartridges so they can get it. The thing is that you don't get powder and primers when you don't have license to manufacture cartridges.

In Arms Rules 2016, point no. 31 "the non-commercial reloading of ammunition" is place under "manufacturing" of cartridges and "manufacturing" requires license.
