Possession of Arms other than license holder in presence of licensee or under written authority for repair/renewal/use

Hello,
My uncle has a licensed pistol in UP.
The arms act proviso to section 3(1) states that
Provided that a person may, without himself holding a licence, carry any firearms or ammunition in the presence, or under the written authority, of the holder of the licence for repair or for renewal of the licence or for use by such holder.
I want to take temporary possession on pretext of cleaning/repair or use.
Please inform me how can I do the same and also the required format of authority letter.
