Arms travelling license is pending DM signature what to do??

Hi,

I own 2 arms with proper license from haryana but recently I have moved to delhi and now all my ID proofs are delhi based. Now i would like to transfer my license to delhi and have my arms here with me but for that purpose I need to bring my arms here in delhi in order to get delhi arms license and to bring that I need arms travelling license from haryana.

For that I have submitted all documents and application and is currently pending a sign from DM.
Each time when DM sits he ignores all arms related applications. It's been over a year.

I would like to know whats the legal procedure to get my application signed by him and make the dm do HIS OWN PART!!!
