i want to know its legal to convert a .22lr bolt action rifle into semi-automatic?

Neither,conversion and permission, is going to be easy.

Since both bolt action & semi-auto rimfire .22 rifles are in the permissible list (NPB) as per schedule I of the Arms Rules 2016, to my knowledge you can have it converted from one to the other as you are not changing the legal category of firearm. However:
a) this must be done by a licensed gunsmith
b) as Vikram has said above, it wouldn't be an easy conversion. I for one cannot think of any way other than completely junking the action and making an all new action/ receiver
IMHO, not a worthwhile endeavour
