Arms license for someone under 21 years of age

I'm 19 year old and I want to possess a arm license.Am I eligible or not???

no you are not eligible,but if you are a member of rifle club with your father's NOC and club recommendation letter you can

Actually sir I got what rifle club does mean.
My another query is that my father is handicapped, actually his one leg injured in a accident.
So I want to ask that how can he possess a arm license??Is there any other provision for handicaps or any quota etc.??
