From where you would send it? From whom you will get the form to send one? Asking because I am a total noob and know nothing about RTI.

You can draft a letter as per the provided format or general format with some basic info... Like
1. your address,
2. Addressing to the department APIO (for E.g. To APIO/PIO, Department name, Locality. City etc)
3. Mention you are requesting info under RTI act 2005
4. Be very specific about your questions
5. Fee will be, Rs 10 court stamp, DD if you're not from below poverty line. And do not forget to add some extra cash for additional info. Each extra page will cost some Rs2, CD Rs 100 and Floppy Rs 25 (u need to find it yourself)
6. Once the application is ready sent it through registered post and keep the Tracker details/Certificate of posting or AWB.
7. You need to wait for 30 days to get the reply.
Note- When doing your research on the address and APIO/PIO also keep the details of the next official (1st Appeal) as 50% of times you dont get response from PIO in time. And if you dont get reply in 30 calenders days without waiting make send the same application again with 1st appeal letter asking the reason for delay.
