I am relocating to India, and I plan to bring my AR-15 5.56 mm rifle? I understand that 5.56 mm's are not PB, only the 7.62 mm is. So can I bring my AR-15 to India under TR?

Ownership/ licensing of Semi automatic rifles is "restricted" as per Schedule I of the Arms Rules 1962, i.e. they fall under what is popularly known as PB. Licenses for these are issued by the Ministry of Home Affairs, Govt. of India, which basically means you'll never get a license unless you are a VVIP!
Leave the AR in USA and get yourself a bolt action rifle/ handgun/ shotgun. Keep in mind that to qualify under TR rules you need to have owned the firearm for at least one year prior to relocating back to India.

The Arms Act defines “prohibited arms”. Arms which are automatic or
semi automatic in nature fall in the category of Prohibited Bore (PB) arms and
the remaining arms which are non automatic or bolt action type are covered
under the category of Non-Prohibited Bore (NPB) arms.

Read schedule I of the Arms Rules, is 223 or 5.56 mentioned there? No? Then it's NPB....

Would one be able to legally import an AR-15 upper for display on the wall? Not sure how rules in India apply, but in North America the firearm portion is only the lower, the upper is unregulated and can be bought by anyone since the trigger group portion is the lower. Would be cool to have one framed and hung on the wall with full Bolt Control Group etc.
Any thoughts?

No legal way I can think of - I'd suggest just forget the AR and get something else on TR if possible.
BTW the AR-15 is semi-auto only, hence not a true assault rifle. It just looks like one. Assault rifles by definition need to be capable of full auto or burst fire mode or both.
Cheers!
