The max info on this subject would be with a five star hotel F&B Director. Normally meat import is allowed for hotels who are net foreign exchange earners of course given various conditions and duties.
Presently meat import is not allowed into India. This is only for a short period as the ban is based on bird flu reports etc. and should be lifted soon.
Under WTO regime all food product imports and exports have to be allowed within acceptable duty bandwidths otherwise this could attract retaliatory action from countries where Indian food products are exported. Easing imports of wine etc. is a result of WTO compliance by India. The babus woud'nt budge otherwise.
Unfortunately WTO does not cover firearms

so any easing of imports of firearms into India will have to be a unilateral action and not based on any international commitments.
