1) I have some body who goes to us , can i ask him to get one for me?(legaly)

If you are a member of a Rifle club and have all necessary papers it is normally not much of a problem if you are carrying the Guns with you. You can expect some haggling but it usually works out.
Someone bringing it for you, it actually depends on the Customs guys sitting there. They could let the person pass or could create issues.

Ofcourse..... legally,but you have to pay the customs as per their norms.
