Looking for MHA notification V-11026/24/87-Arms

Does anyone know where I can find MHA Notification No. V-11026/24/87-Arms dated 24.01.1989?

I was doing some research for my appeal and came across a line in Licensing Authority's manual which says that this MHA Notification has amended the Arms Rules so that the DM can not authorize an increase in area of validity.

From what I understand, the Arms Rules were made in accordance with Section 5,9,10,11,12,13,16,17,18,21,41 and 44 of the Arms Act. Just wanted to find out if this 'Notification' was in accordance with Section 44...

have't come across any notifications upto that date which restricts DM, the only one was the recent arms policy which stated that DM can only give upto 3 states.

the only notiFcication around the date said was GSR 52[E] 24.1.1989 which refs to rule 51A
