Can I use Adhaar card as an address proof?

Apply to the District Magistrate or Commissioner of Police as the case may be.

Documents are a rather vague affair in India. Different areas have different requirements. Best to check from where you pick up the application form. Talk to your local babu and PI. You'll get the correct information from them.

There is always a 'first time' in life. Whats stopping you from finding out yourself? I'm sure you know whether you have a Commssionerate or a District magistrate. Just go to the relevant office and start making inquiries. Don't wait for others to tell you. That way you will arrive at your own judgement rather than acting on someones' opinions.
