is this is anti constitutional act?

hello freinds may all of you remember me because i posted a topic that i am going to apply for a arm licence to get my father's sbbl (he was passed away in may 2012), and now our great SP rejected my application without any reason,eventhough police CI gave noc ,i have NCC certificate,i don't have any criminal background and gun is father's property.Today i realy want you all to tell that I SHAMED TO BE PART OF THIS SYSTEM & DON'T HAVE ANY POWER TO RESIST THIS.... our some IPS officers don't have guts to catch the terrerist before any bomb blast or attack but they show theire courage on common citizens......what to say? ......
