I'm not sure what they mean by a character certificate, I had to give statements from two neighbors that they have known me for a while and that I'm not an anti-social person. You can find the format here

Actually in case of character certificate it is a standard procedure as far as i know, when i went due problem in my knife import, they asked me to produce the same with the statement of my sarpanch and panch (that they know me)and u can replace sarpanch with nambardar, after they signed the local police station signed my certificate and told me to take it to the dySp office which would have given my character certificate.
