You might have it mixed with an air rifle or some sort. A .22 Revolver or rifle will need an arms license.
Lots of members have discussed these experiences with the .22 Rifle here http://www.indiansforguns.com/viewtopic.php?f=13&t=8

Welcome to IFG.
You most certainly read wrong. Both the guns you mentioned require license. There is a legal section here and there is a sticky that explains the entire licensing procedures and the categories of arms. Please do go through them.
The IOF .22 rifle is decent enough to start off though at a competitive level, it may be found wanting.JMO.

yes so i went though the topic you gave......seems to me no1 was really satisfied with the factory item they got....most of them have modified the gun....and these mods seem as expensive as the gun....i mean that huge scope on third page pic cannot be cheap by any means..??would it be safe to say that IOF rifle is not really worth the money.....if not are there any other brand rifles available in india??

If you are concerned about the price of a scope, don't bother looking at an other brand of rifle. I don't mean to sound elitist but prices for any other .22LR rifle will be very much higher than the IOF .22 LR rifle. This is just a fact (in India).
Another fact is that the IOF .22 LR can be a solid performer and with a little tuning can perform, for the average shooter, as good any imported rifle. So basically your choices are to get an IOF .22 LR and spend a little time and tune it or pay ten times the price for an imported rifle that you may or may not have to tune so it will perform. If that sound depressing, it is. I'm sorry but that's just the reality of it.

Both .22LR- Revolver and Rifle requires license. Due to restrictions and age old laws, arms in India costs a fortune even IOF brand. A good renowned brand of rifle in US costs about $300. But in India IOF brand .22 rifle cost Rs 45000 plus. And the same gun in the India will cost fortune.
My friend's Llama costs about $700 in US and here its market value is about 5 lakh. Its same with ammo too, its very expensive and restricted to small quota (like 20-100 pops) a year.

Re: .22 rifle/revolver licence
No Constitution in the world can ever "give" any fundamental rights, they merely guarantee the fundamental rights which are given by nature. Arms are acknowledged by Articles 19 and 21 as fundamental right under the Constitution of India. Since arms are fundamental right of citizens under Article 19, that is exactly why there is a corresponding fundamental duty of citizens under Article 51A(d). In other words the doctrine of the 2nd Amendment in the US Constitution has been cleverly reflected in the Articles 19(1)b and 51A(d). There are already some High Court judgments clarifying that arms are part and parcel of Article 21, like this judgment http://indiansforguns.com/viewtopic.php ... 64#p147708why couldn't the constitution give us "right to bear arms"...??
