Are you a member of NRAI? If so, you just need to go to their office with your ID Card and license. They will sell you any Indian made arms & ammo that they have in stock, subject to your arms license restrictions. Imported ammunition is only sold to renowned shots/ members of the Indian team/ state associations. Imported arms are only sold to state associations and not to individuals.

That membership won't help much, NRAI will sell directly only to its own members. On the other hand you can ask your affiliated rifle club to place an order with them and draw the arms/ ammunition on their own (club/ association license), which they can further sell to you. They can also place an order with NRAI for themselves and give you authorisation to draw that ordered ammunition directly from NRAI - IIRC this is a common practice with some associations whose members come to practice in Delhi. Their home association gives them an authority letter which they use to draw ammunition from NRAI for practice at the range (since this is imported ammunition every singly empty must be accounted for and returned to NRAI).

Cheers!
