Police verification question

Hello All,
I applied for my Arms License from Delhi a few weeks ago and was visited by the local constable today.
He asked me to meet his SI tomorrow with the following
a) Two neighbors who will give sworn statements regarding me.
b) Their ID Proof's
c) Originals of all the documents that I'd submitted to help my case
Does this request seem a bit odd to anyone? Am I really supposed to take my neighbors to the Police Station for statements?

Hi,
Taking them is not necessary, take a written statement from them. OR, type out the letter yourself and have them sign it. that will suffice.

What should this letter contain? Anyone have a sample of this letter?

Went to the station and used the following sample. I also had to submit one photo ID (Used Voter IDs for both).

Dear Sir,
This is in reference to the Arms License application of ____________________, a resident of ___________________________.
I confirm that I personally have known _______________________ for over ___ years, since he has been residing at this address since __________. He is also not a short tempered person.
I am also acquainted with his wife, __________________, who also resides with him at _____________________________. I can further confirm that he and his family are honest, law abiding citizens who have no issues with anyone in our society and, to the best of my knowledge, have not been involved in any criminal or anti social activities.
He is a nice person and also very social. He would always be the first one to respond to any unfortunate incidents that happens in our society. He is a helpful person and tries to help all around him.
So, in my opinion, these should not be any problems if he is granted an Arms License.

a) Two neighbors who will give sworn statements regarding me.
b) Their ID Proof's
Legally not required under Arms Act 1959. Who are neighbors to give you a clean chit under Arms Act 1959? Today they are asking letters from two neighbors, tomorrow they may ask letters from five neighbors. There is no end to all this nonsense.
c) Originals of all the documents that I'd submitted to help my case
No harm in showing the originals. But actually it is the licensing authority that is supposed to see the originals.
Does this request seem a bit odd to anyone? Am I really supposed to take my neighbors to the Police Station for statements?
It is not only odd but atrocious. Rather a trick to harass license applicants.
The main legal role of SHO in police verification under Arms Act 1959 is to find criminal records on you. Rest is up to you what you want to do or how much you want to bend.
