Extract of Article 12 of the Constitution of India:-
“12. In this Part unless the context otherwise requires, ‘the state’ includes the Government and Parliament of India and the Government and the Legislature of each of the States and all local or other authorities within the territory of India or under the Control of the Government of India”
Any organization that falls within the definition of State in Article 12 of the Constitution comes under the RTI Act 2005. Any organization which is controlled by the State or Central Government, either directly or indirectly, is called state owned organization. Such organization would come under RTI Act 2005.

Therefore if NRAI is under the "control" of government, it is very much under the purview of RTI Act 2005. If government has no control over NRAI but it is only giving some grants or funds to NRAI, then RTI can be done with that government department that is providing the funds to know details about purpose of funds, how funds are being used etc.
