No reply to RTI

I had filed an RTI application to the Delhi Police licensing branch in july and havent received any reply from them yet.
Upon calling them today, i was told that they havent received any such application even though the speedpost tracker shows the application was received on the 5th of July 2012. The gentleman on the phone says that should i tell him the questions, he would be glad to answer them. But i wanted them in writing from the authorities and am filing a first appeal now.
Lets see how this goes!

take a written copy (take 2) give him one and ask him to signed received make the payment as well.
file another RTI asking the location of the first and details of the person who signed the speedpost letter.

make your 1st appeal giving copy of speedpost recipt etc

as you are aware that when dealing with babus mindset, get it in writing, mouthballing means nothing

I dont want to give them a hard time or anything.
I just wanted something in writing because i have seen that even the arms act 1959 and the arms rules 1962 and the amendments arent sacrosanct for the authorities. maybe the replies they give me could be of some help to the people who come here looking for help.
Just because i struggled to get my licenses doesnt mean no one else wont have to!
If i can help others who are meek and wont stand up to wrongs, why not?

the qestions i asked:
1. Please provide a certified copy of any and all documents listing rules governing eligibility for arms license and further additions.
2. Please provide a certified copy of any and all rules under which an application for arms license or for addition of weapon on existing arms license may be rejected.
3. Please provide a certified copy of document defining sportsman/woman used for grant of arms license/addition of weapon on existing arms license for sports purpose.
4.Please provide me with a certified copy of any and all documents listing tournaments to participate in to qualify for arms license/ addition of weapon for sports purpose.
5. Please provide copy of any and all documents which make a threat to life the only valid reason for application of arms license/addition of weapon to existing arms license.
6. Please provide me with a certified copy of any and all documents which record year wise, number of deaths/injuries in Delhi in the last decade attributed to unlicensed fire arms.
7. Please provide me with a certifed copy of any and all documents which record year wise, number of deaths/injuries in Delhi in the last decade attributed to licensed firearms.

Just kidding. But I'm looking forward to actively engage IFG members here when the grilling ordeal of license application would be underway.
I think that way IFG and its cadre serves a great purpose. Savior of the embattled applicants :)
