I head that under news rules you have to tell the police how much ammo you used and where you used and there is a limit of only 30 rounds?

By "new rules" I suppose you mean Arms Rules 1962? I am not aware of any changes to Arms Rules 1962. You can purchase whatever is allowed on your license. God forbid the day when you will have to tell the police how many rounds you have fired. The day we have to do this, means it is death of our democracy.

Check out point no. 14

Above "policy" is just a guideline, it does not have any force of law. Many things written in it are plain illegal and unconstitutional. Only what is written in Arms Act 1959, Arms Rules 1962 and the Notifications issued under Arms Act 1959 have force of law. Thus if one does not follow the "policy", it does not have any legal or penal consequences.
Even Supreme Court has held that guidelines cannot take the place of law. It can be read here

I don't know whether its legal or illegal but the government and gun dealers follow it. Since this policy has come into effect :
1. The gun dealers don't give more than 50 rounds on a license even if it has permission for 200 rounds .
2. All India Validity has been stopped and only neighbouring three states are extended.
3. New licenses are issued in very limited numbers.
Almost all its points are followed.

You see I have explained the legal position in a clear manner supported by Supreme Court judgment. Now it is up to the arms license holders and arms license applicants to accept the sufferings caused by this policy or fight it intelligently by applying their minds.

Mumbai police now require an NOC from the local police station; a new form where one has to account for the ammo one has purchased, used, where used and remaining amount has to be filled in.
Acquiring the NOC was a 2 min affair, the local station issues it immediately if your record is clean.
