All india Validity--Before or After purchase of weapon

Whether one should apply for All India Validity before purchase of weapons or after purchase of weapons?

He already has a handgun on his license. Then why can he not apply for AIV (ALL India Validity]. There is no rule that says you need to have three weapons endorsed for AIV. Again, there is no rule that says you need to have a handgun for AIV. My cousin had a 12 gauge gun on his license and he got his license valid for All India. Ofcourse this was before the new arms policy that was implemented on 31.03.2010. No, its not 5 states but just three adjoining states. You are wrong here also. Applications for AIV are not being converted into States. Now my query is:

The basic reason behind above query is my lack of knowledge (I admit) w.r.t. fact as to whether the All India Validity is regarding the Licence as a whole or w.r. each individual weapon.
If the All india Validity is for each individual weapon, then naturally will take the trouble to apply only after purchase of additional weapons as allowed.

AIV is for the Lic,and not the firearm,but you can only apply when you have a weapon endorsed on your Lic.sainikji wrote:
