Addition of weapons fracas

I have a sorry tale to tell you all.
I had taken part in the recently concluded big bore mavalankars and came 16th in the 300 m prone.
Went on to the nationals and scored 468/600 in the 300 m prone. Was also a part of the delhi team.
I now wanted to apply for a big bore weapon so that i could buy one and then practise with it and shoot mqs in the next nationals.
Also had applied for a .22lr rifle on the basis of my life membership of nrai and dsra.
Today i went to the arms licensing branch and upon showing them my application, the application went as follows:
Idiot at the counter: we will not be issuing you with any additions
Me: why is that sir?
Idiot: you are not a renowned shot
Me: but i am a national level shooter, you can see the participation certificates and score cards attached.
Idiot: do you have a reccomendation letter from nrai.
Me: yes, please see all the attached documents.
Idiot: ok, but i need a complete photocopy of your arms license.
Me: the requirement is for the first page and the page showing the validity and number of licenses.
Idiot: we can only give you license for .22lr, and not on basis of membership of nrai, thats only when you already have 3 firearms.
Me: but as per section...
Idiot: dont teach me the sections of the arms act.
Me: ok, now what do i do?
Idiot: you can submit the license, put your phone number down, but dont expect much.
I then go and ask to meet the acp, licensing.
At his office, they direct me to meet acp, arms and explosives.
The acp, a&e, was kind enough to take my file and accept it. However he was also non committal about the process. Whether it will happen or not, when to expect a reply, nothing.
However, i have hears that he is a decent man and can only hope that he sees merit in my case.
I came out and filled up a feedback form for the idiot at the counter.
And i am now readying myself for further legal action too, just in case the wind doesnt blow in my favour.

Good luck Safarigent, I hope you get your license soon.
Remember Murphy's law and be prepared for it. I'm big believer in Murphy's law, in fact it saved my life today.
Slightly off-topic but how does one become a renowned shot? I mean if one can't get firearms how come he/she will become renowned shot? Can someone become renowned shot by participating in air rifle competitions?

Prian: if murphy was here, he wouldnt be given a license, to do anything! :).
Your question is exactly what i plan on asking the wise folks at our friendly iso 9001:2008 licensing branch.
Varunik: kind of you. I hope i get my additions without hassle.

i didn't get you,is it for bigbore rifles or shot guns?
moreover you have to apply licence as any other person.regarding your .22 rifle you are eligible(you don't have to participate in competition)just a member in a rifle club is enough.idiots are all over india,can't help.
keep posted as you proceed.

Dr jayakumar: as i participated in big bore competitions, one addition was for npb rifle, i was looking at a .30-06.
Secondly being a member of both delhi state and nrai, i had applied for the .22lr.
Ofcourse i applied as a normal citizen, not yet an mp/mla. :D
Renjith: you see the issue with murphys law is that just once in a while, it boomerangs on the other party too! :twisted:

What i need to know is from seniors here, can they refuse to give me an addition even after having the participation certificates and the reccomendation letter of nrai attached?
I mean they are ready to give all india validity if you have taken part in zonal/state/national level competition but wont give me a license for the same discipline!!!

Real problem is not the law but lack of accountability and punishment for these people for not doing their duty under law. This kind of corrupt behavior is a common phenomenon in government offices these days. Strictly going by Arms Act 1959 they cannot refuse unless you are disqualified under Section 14 of Arms Act 1959. I do not think there is any use verbally arguing with these people.

AB, Thats deja vu. Good luck pursuing your case. If not the ACP, the LG surely is a reasonable person. My interaction with him was assuring. Just be sure they don't put up a 'clerical' error once again. I was asked for an NRAI recommendation and I said I don't have it. The idiot says "The Arms act says that you need to have it"- no kidding. He did say it!

Apparently, my observation says the LG office does not view a rifle license issue quite differently from a shotgun license issue. If it's sports and its backed by evidence they oblige. I am sure you know more from your own experience.

During my application process I heard the 'idiot' suggest to a person not to appeal to the LG. In his words "jo humne kaha hai wahi LG saab kahenge, koi fayada nahin hai". And the person walked out disheartened!

5 mins later when I tell him I've already appealed -he smiles. I ask him what the chances are. He says "Duniya kee koi taqat nahin rok sakti license milne se!" and smirks.

These idiots are merely file pushers. They will talk nonsense but I'm sure the certificate will seal the deal for you, if not at licensing, definitely at the LG office. Good luck!

hello all,
today i received a letter stating that both my application for addition of two firearms has been turned down without giving me any reasons.
its time to suit up again and tilt at the windmills!!!!

give em hell...and if you cant,
make sure they thank god that
you arent giving them hell yet!!!
