Can Purchase Period in Arms License Extended above one year.

I hold an arms license on which a pistol and a DBBL gun is entered. I got a Rifle entered last year and purchase period given for one year expired on 17.04.12. Can fresh purchse period for the same arm be granted on my license.

Yes, it can be extended. This is completely at the discretion of the Licensing Authority. Write an application requesting the LA to extend the purchase period and try and meet him/ her in person to explain your case.

Yes, the time for purchase can be extended up to three years, if my memory does not fail me. The licencing authority however will grant extension by three (or possibly six months) at a time and will go on doing this every time the licencee appeals for further extension. However, appeals are not entertained in normal cases once three years have passed since the issuance of licence. I am talking from personal experience in Bengal. I believe the same rules apply to other states.

yes and more.i know a lawyer in my town doddged for more than 3 years.finally i had help him buy an iof pistol last october.

Yes the licensing authority can extend the time period beyond one year. Rules 52 of Arms Rules 1962 talks about this matter. But one should avoid unnecessarily delay in purchase of weapon. If one reads Rules 52 of Arms Rules 1962, it also says the following - "......if within the period specified or extended the licensee fails to acquire the arms and to produce the licence, or the arms or both, as the case may be, the licence shall cease to be in force"

I applied to the DM for Extension in Purchase Period of Rifle NPB through proper channel. My case was put in front of DM by the concerned branch in DM office but the DM sent the file back giving remark - "Can the Purchase period be extended further after one year? If yes under what rule?" Now the file is lying in the concerned branch. What should I suggest to them. Can they (Concerned Dealing Hand) give the reference of any rule of ARMS RULES to get the extension done in the Purchase Period. Please Suggest What to do?

Goodboy_mentor told it is dicussed in Rule 52 of Arms Rules 1962. Kindly also tell me that Can PP be extended as per new guidelines of Amended Arms Rules ? and under which rule ?

Please read Rule 52 of Arms Rules 1962 and understand what it says. Licensing authority can extend the purchase period as per Rule 52. It should solve the problem.
I do not think Arms Rules 1962 has been amended recently by Parliament. In order to Amend Arms Rules 1962 it would need to be approved by Parliament.
The MHA guideline does not seem to have force of law. Guideline at the most can be an executive order. If you read the MHA guideline, you will find that they have not mentioned the Section of Arms Act 1959 that has been used to issue the guideline. Remember that MHA guideline cannot override the Arms Rules 1962 or Arms Act 1959. In this context of guidelines you may read this Supreme Court judgment at this link

Thanks everybody, Afterall I convinced the DM with all of yours kind guidance and the PP for Rifle NPB has been extended by the DM. Thanks a lot.
