Not sure if they are allowed or not. They might be having some rules and regulations of their range i.e. who is allowed and who is not allowed.

I don't know about the Army, but I have participated in many range firing sessions, initially, courtesy of my father who was a serving IAF officer & later on, when I was a serving officer myself. We used to shoot quotas of many senior officers, who rarely showed up at the range. But apart from that, I never saw any other civilians participating during such sessions. Strict decorum & discipline is maintained at the range, so I'd assume that its more of a particular senior officer's discretion rather than a norm, to bring a friend along.
