RTI reply from Commissioner customs New delhi

Hi IFGians ,
This is a copy of the RTI reply that I received just today . My RTI application was sent before the Hon'ble Supreme Court granted a stay on the order of the Hon'ble Delhi High Court . What is surprising is that I received it today when the letter is dated 27.12.2011.
Any way I have just sent a fresh RTI application citing the order from Hon'ble Supreme Court - lets see what the reply is this time .
When they say that the order of the HIgh Court is binding on them then the order of the Supreme Court should unbind them !!!
