is the IOF under purview of MRTP

would like to know if the Indian Ordnance Factory is under the purview of MRTP Act, in effect this is a restricted trade practise and also monopolised by the IOF.
they are also selling equipment that will not sell in comparison to any foreign brand if the same are allowed.
Can we not take some legal recourse to fight this?
In case it was for any other product sold in the open market we sure would have had a case, in these circumstances could we??
This restriction is also causing the existing guns ,(pre 1986) to sell at ridiculous rates in the open market.
A solution to this will also put an end to advertisments for sale that claim, mint condition,new guns for sale etc...
for the shoddy workmanship can they be sued in the consumer forum??

I believe this has been discussed before. The IOF is not directly controlling the situation due to which they have become a monopoly. Their monopoly has been caused by government policies which directly affect the availability of products which can compete with them.. Can we sue the GOI for such malpractice?? Maybe Goodboy mentor can give us an education..
