45 Days Sale Notice

In India we own weapons with pride and keep them preserved with love and honor. Comes a time when in time of need one has to part with them.
Under the provision of Arms act there exists a travesty called a 45 days Notice Under chapter II, sec 5 (2) of the Arms act. Wanting to raise some cash and liquidating two of my arms, i discovered that such a notice is to be given to the Licensing authority, in my case DM Shimla.
Comes that this is not only a notice to be given- one is made to take chakkars of the local thana and get certificates of the Thanedar to get certified that one has no cases or complaints pending against the applicant Then take the certificate to the ADM and he ISSUES a permission to sell the weapon.' and the whole process of getting permission from this exalted entity the ADM normally takes about 3 months.
Dear members is this a fact and has there been some notification to this effect or another instance of the Babus trying to get hold of ones owned property on the cheap, (hint- if u let us have it-there could be help )
The act- i thought states that this mere giving of notice which is advance notice of sale and after the expiry of notice i shall be free to sell the arm and ammunition to any valid license holder or dealer.
Light on this is sought from members who have made any sale of weapon.
For me this would be first time and i could use help.
