CAN ANY OF THE SENIOR MEMBERS PLEASE EXPLAIN THE LEGALITIES INVOLVED ANY ANY SHORTCUTS IF POSSIBLE TO OBTAIN A LICENCE FOR PB .38 REV/PIS OR A SEMI AUTO RIFLE.

The situation about obtaining firearm licenses is very pathetic in India be it PB or NPB. There aren't any "shortcuts" left because instead of fighting for rights everyone was looking for "shortcuts". Hence gradually all "shortcuts" have been plugged. As per latest MHA guidelines you need to prove a "provable" threat etc. to get a license. So if you feel that it is your fundamental right to defend yourself and your family and want to fight for your rights, I would request you to fill out NAGRI form with out delay and send it. Get as many people join NAGRI.
Right to Keep and Bear Arms is our fundamental right guaranteed by Constitution of India under Articles 19 and 21 but the ignorance of people and their inclination to look for "shortcuts" has brought situation to such a pathetic stage that arms license applicants are literally made to fall at the feet of licensing authorities and beg.

There are various types of .38 cartridges. .38 S&W Long is PB, .38 Special or .357 magnum are NPB. Contrary to the popular perception, PB arms/ammunition do not have any extra "power" or ballistic properties over NPB arms/ammunition. PB/NPB is the legacy of the British Raj. It was done during Lord Curzon's rule to ensure that Armed forces and civilians have cartridges of different size for their firearms. Purpose: In event of any mutiny the ammunition looted from government armories does not fire from civilian firearms. This PB/NPB thing has been explained at

Mr.Babbar do you possess an NP Bore weapons license . If not do try to get one first. Rest of your query carries no relevance. So not point of discussing that. "No hard feelings"

dear grewal i have a npb licence with all 3 weapons endorsed.was just trying to know how to obtain a LICENCE for .38

After making this statement you are asking this question

Firstly babbar, to be very correct, what is prohibited is the .380-200 cartridge and any fire arm that can chamber and fire it. Same would apply to any other .38 cartridge that can be chambered and fired (safely) in such weapons. All other .38/.380 permutations are NPB.
Secondly, you can theoretically apply for a PB license the same way as you would an NPB license:
1) Apply in Form-A from your local authority, an attached written application communication your need and justification for a PB would keep things clear.
2) Your local authority will study the merits of the case and if 'satisfied' will forward this to your state home department
3) Your State department will again study the case and if it so merits, they will forward it with recommendations to the MHA
4) The MHA will then again study the merits of the case and decide yes or no
5) If 'No' your application goes to the infamous File no.13.
6) If 'Yes' the MHA will issue the appropriate licence booklet.and forward it to your state home dept... and it'll slowly trickle down the line....finally to you.
7) Renewal is by your local licensing authority.
I know of no short cuts and it is not in good form to discuss 'short-cuts' with the meaning they would have in India.
While the procedure in theory is simple enough , implementation is a whole different story. Its next to impossible.
There have been several internal circulars to all state governments from the MHA, over the years, repeatedly requesting them to more or less stop forwarding PB applications to the central govt.

Hello Msbabbar,
PB licences, are almost impossible to obtain, don't even bother applying. A shortcut would be as follows.
Here is my very simple solution to your problem. You want a .38 S&W revolver or else a Semi-auto rifle (.30 carbine etc.), both of which are PB. You might have either of the scenarios in your mind, more power in a revolver than the common .32, or else more power/range/firepower as offered by a semi-auto rifle.
As stated by you, you have 3 firearms(so obviously you are a person of means and influence). If one is for NPB Rev/Pistol, things are fine, else obtain permission for NPB Rev/Pistol, not hard in your case, might have to dispose off one firearm unless one of them is .22 rimfire rifle, in that case upto 4 arms are allowed.
Now if you desire a pistol, go for .380 ACP (about 50-60% more powerful than .32, almost similar to .38 S&W revolver) , it is NPB. Llama's .38's are available for very reasonable prices, can take upto 8 rounds and easily hit a man sized target upto 50 yards. With 2 magazines should be more than adequate for most urban/suburban self defense situations. I own one of these Llama's in .38 ACP (paid 1.375 in 2008) and would solidly recommend it to anybody looking for a decent powerful Pistol.
On the other hand, if you require more power and range (case for a .30 semi-auto carbine), such as is needed in rural areas, then get the, Mauser C-96 broomhandle pistol, with shoulder stock holster. This pistol is about a foot long, has nice adjustable tangent rear sight, around 10 inches sight radius. With the shoulder stock attached, it is stable enough to hit a man sized target easily upto 100 yards. The cartridge, .30 (7.63X25) Mauser when shot through this pistol is quite powerful for self defence applications at long range. This pistol too can be aquired on a NPB Rev/Pistol licence. Though not equal to a semi auto rifle such as a .30 carbine, this pistol with it's 10 round magazine is all the firepower a person needs, without the hassles of a PB rifle licence. You might have to check out on the availibilty/price situation on this one with dealers, I had seen one with a dealer couple of years ago but did not ask the price or ammo availibility issues.
Think on what I have suggested, should solve your problem in an easy way.

Good luck bro. I think if you have the money and political power to get a PB weapon use them the right way, go to a holy place named
United States of America If you do manage to get a PB weapon post how you did it here please. I want one too.

Can I have the liberty to sum-up the entire thread. It is very much clear that one can apply for a P Bore license and there is nothing that prohibits one to do so. P Bore licenses are being issued by the Home Ministry but in certain circumstances. 1. To people who are vulnerable and susceptible to grave danger due to their high profile identity and economic stature e.g. Mr.Dhoni. 2. To people who are prone to terrorist attacks and specifically in Terrorist , Maoist, Naxalite affected areas. Or the third unofficial category is the Politicians . In case you tend to fall in any of these category then you can get yourself a P Bore license . But if not then I presume you will be wasting your time and money by applying for one . Or you might end up loosing you fortune to some unscrupulous Arms dealer who will get you a Fake P bore license . As the same had happened a month ago. A person was arrested during routine checking . A 9mm pistol was found from him, he even showed a license for it which was found to be Fake and was arranged by a renowned Arms Dealer of Mohali. The so called P Bore license was issued from Amritsar. But on verification two employees of Arms Branch , Deputy Commissioner Amritsar were also arrested. So the moral of the story is that neither money nor any shortcut can get you a P Bore license . But these elements can help you land up in jail although . So my humble advise is to better stay away from these shortcuts. Rest the decision is yours
