Arms licence issuance procedure approved

did we miss this? i thought it was put to the winter session of the pariliment?

New Delhi, July 15 (ANI): The Union Cabinet today approved the amendment of provisions under Section 13 of the Arms Act, 1959.

It approved for specifying a period of sixty days for the purpose of police report required under sub-section (2) of section 13 of the Act and deletion of proviso to sub-section (2A) of section 13 of the Act.

The Cabinet also approved the introduction of the Arms (Amendment) Bill, 2010.he proposed amendments will obviate chances of issuing arms licences to persons whose antecedents are not bonafide, and ensure receipt of police verification report within a period of sixty days.

The licensing authority will be obliged to take into consideration the report of the police authorities before grant of an arms licence in each case, with the deletion of the proviso to Section 13 (2A) of the Arms Act, 1959.

Under Section 3 of the Arms Act, 1959, it is essential to obtain an arms possession licence issued by a competent licensing authority by any person for acquisition, possession or carrying any firearms or ammunition.

The quantum of prescribed time referred to in Section 13 of the Arms Act, 1959 has not been specifically defined under the said Act. (ANI)

what about the report of the RDO.?does it not matter?only police report is mentioned very clearly..

one more law to make the civilians run around.if the police donot report within 60days it will be considered favourable for the petitioner and hell for the police.the police will have to reason out to authorities why they where not able to comment.as far as i feel ,every law is made to degrade a normal law abiding citizen and finally make him a terrorist.jai hind

Before any bill gets tabled in the Parliament, the Cabinet approves it.This was done before the present Amendment bill was introduced.It is an old story.The bill is still to be passed by the Parliament.

These are the stages a bill has to go through.

1.Introduction of the Bill-when the Bill is tabled before the house.
2.Committee Stage-A bill can be referred to a committee as has been done in the present case.
3.Committee then gives its report which is sent along with the bill back to the house.
4.Voting on the bill.It has to be passed in both houses of the Parliament.
5.If passed it is sent to the President for her assent.
6.The Bill becomes can act when it is published in the official gazette.

It is at the Committee stage at present.

As syed has queried , What is the time frame for RDO, THASHILDAR report? As per the existing rules, the application has to be decided within 90days. what is NAGRI doing?

In my case,,total time taken for local cops and district cops report to reach the DM office was 3 months..As for my MRO N RDO report---its 6 months till date and still it is in RDO office with no end in sight..if there is no legal provision that the RDO has any role in the investigation process,then i am going to rip his b***s off with a rti asking under what authority can the revenue department hold my file for more than 6 months,,when the questions asked by the DM,were to investigate for criminal cases and maoist relations..i cant help but wonder,,how in the bloody hell can revenue department answer these questions..this is for the cops and they submitted there report giving a clean chit..

sorry but could not help laughing as my deprived sence of humour kicked in first thing this moringing.

the only reason is that just incase you are paying a "tax" to a differnt govt. and trying to reclaim a refund. :lol:
