Clarification required for re location

I have two licenses - one for a shotgun and another one for an NPB pistol / revolver . The licenses were issued from Ghaziabad . After huge hassles , I have got my state license cleared for the pistol - but SDM refused to convert the shotgun license to state noting that " there is no felt need ". while process is on to have him change his mind , I ned a quick clarification on the following :
1) In oct , I shifted to Noida from Ghzabad - which is a different district in Uttar Pradesh .
2) Before shifting - I took a small apartment on rent at ghaziabad from a friend . an agreement was made on stamp paper . The gun , till date is in that apartment, locked a suitcase - while the officials are pondering over whether or not to give me a state license
3) My question is - what are the fomalities involved here on ? Can I simply carry that gun into my Noida house by intimating the Noida authorities or do I have to get any travel permit from Ghazbd / or apply for a fresh license in Noida ? if they finally refuse the state license - what do i do ? there is no point keeping the gun in a gun shop or that apartment because my primary concern of protection remains.
4) From the point of view of law , if I have a license for a district , can a state license be refused ?
5) If I have a district license , is it an offence to carry your weapon into another district in the same state ?
Looking for som help from the lawyer / law savvy friends here .
