Where am I Supposed to apply for an arms licence

Dear IFGians,
I have a query regarding application for arms licence. I am a resident of Madhaya Pradesh but currently i am working in Allahabad Uttar Pradesh. I just wanted to find out if I have to apply for an Arms licence then where do i have to give my application in Allahabad UP or to the licencsing authority in my District in Madhya Pradesh?
- I also want to know if the procedure of police enquiry is done at your permanent residence or at the place where you are currently living?
Am i asking this in thatcase if do I have to go to my permanent adress for the enquiry procedure ?

- Another query after reading all that has been written about acquiring an arms licence is that joining a rifle club (becoming a regular) does that help in acquiring a new licence?
And if I am eligible to join a rifle club even if i dont have an arms licence at present? or Do i need to have a licence for that?
