make your application on the normal arms licence application form.

He is not seeking to apply for arms license, instead he wants to apply for arms dealer license. Probably Form IX and/or beyond will be required. If I am not wrong, the licenses for arms dealers are issued by the office of home secretary of the concerned State. Probably he should clarify from them, on which form/s they need the application/s to be submitted. Or he can himself read the Arms Rules 1962 in detail and try to figure out the form/s on which he has to make application/s.
