How to purchase a Weapon directly from licence holder(not from the dealers)

hi, just purchase a weapon on the sale letter from the seller,with the permission of the l.a which will take minimum 45 days.the permission will be granted to the seller on his licence,for which u can purchase the weapon from the seller.
