Forcibly converting ALL INDIA Licence to parent State

Dear All,
Has any one come across an incident in which an Arms Licence valid for ALL INDIA (AIV) was forcibly converted to parent state on renewal? Can such a incident occur due to "Illegal order of MHA on 31-3-2010"?

Yep, If I am not wrong. Its because of that. Now when people will go for renewal or ammo purchase, they will come to know about how they have been cheated.
