Can anyone let me know how one can get a license for security guards? are there any rules/regulations/guidelines where it is stipulated under what circumstances they can use the weapon

There are 3 reasons under which any firearm license holder can use the gun, depending on the purpose for which they have been granted license:
1) For self defense as allowed by Sections 96 to 106 IPC(can refer http://vickykapoor.com/articles/article ... f-defence/ or do a search at google.com )
2) For sport/target practice
3) For hunting/crop protection(for hunting permission has to be taken from local authorities)

for security companies there is the private security company act, under which a company can obtain arms for its guards, on the other hand if an individual guard wants an arm then application has to be made as an individual.

Requesting to read very carefully sections 96 to 106 IPC, for understanding the meaning of Right of Private Defense(Section 99 mentions what is not Private Defense and the extent of Private Defense)

Every person has a right, subject to the restrictions contained in Section 99, to defend-
First-His own body, and the body of any other person, against any offence affecting the human body;
Secondly-The property, whether movable or immovable, of himself or of any other person, against any act which is an offence falling under the definition of theft, robbery, mischief or criminal trespass, or which is an attempt to commit theft, robbery, mischief for criminal trespass.

This amendment is not about issuing of arms licenses to security agencies but is about regulating security agencies, therefore not related to issue of arms licenses.
Arms licenses are only issued as per provisions of Arms Act 1959. Any person/company/security agency etc. can apply for arms license under Arms Act 1959. The system of Retainer-ship is there for them so that the security guards are made retainers of the arms owned by the firm.
Also see Form III-A / III-B of Schedule III of The Arms Rules, 1962. Refer Notification No: S.O. 954, dated December, 8, 1987, in which a Bank/Company/Establishment/Firms are excluded from the provisions of Section 3 (2) and can keep more than three weapons.
