If you are a member of a Distt. Association/ shooting club affiliated to the State Association they would, otherwise I highly doubt it. BTW the workings/ rules of State Associations seem to vary widely from state to state - so it would be best to ask them (your state's association) directly.

So my appeal is at 3:00 PM today. I have prepared answers to the following questions, let me know if there is anything else that might help my case

Possible Questions (and brief answers)
  1. 1. Do I have firearms handling certification?
    No. The arms act does not require formal certification. Also, Delhi Police's SO 264 only talk about the need of certification 30 days AFTER the license has been issued.
    2. What is my need for a license?
    Self Defense. The right of which is guaranteed under Article 21 of the Constitution. Furthermore, one of the main objectives of the Arms Act was to 'ensure that weapons for self-defence are available to all citizens...'
    3. Any specific threat to my life?
    No. Arms Act does not require the presence of a specific threat. Madras High Court ruling. Furthermore, Specific Threat is an ambiguous criteria, and the method used to evaluate this is not mentioned in any Acts or Notifications.
Things that I might mention if asked to give reason behind the appeal
  • 1. I'm eligible for a license under section 13 and NOT ineligible under section 14.
    2. Reason given by Delhi Police does not satisfy the Arms Act.
    3. The 'Specific Threat' criteria is ambiguous and not mentioned in the Arms Act or Arms Rules and not even mentioned in Delhi Police's SO 264
Things that I might mention if things go well
  • 1. Duration of License and renewals. A few folks got stiffed with licenses that were only valid for 1 year. If things go as planned, then I will mention section 15.1 & 15.3 of the Arms Act and categorically ask the LG to grant a 3 year license
    2. Ammunition quota. I'm being a bit over ambitious here, but guess it can't hurt.

You can also get in touch with shimon sharif in the morning via telephone and schedule a handgun handling course for sometime in feb or something like that and state the same during the hearing.
