About two and a half weeks have passed since my interview with the Collector. The mandate for clearing or giving a decision was 70 days from the date of application, ie. 26th May 2012. The Collector wanted to take the SP's opinion before he gave his decision.

Yesterday, I was at the Collectorate on some other work when I decided to go over to the Licensing Branch and find out about the pending file. I met the clerk who, with a puffed chest, had told me that he was not going to give me license! This time he was all meek and courteous. Offered me a chair and even tea! On asking for the status of the application, he said that the Collector sent the file to the SP asking if the license ought to be issued. The SP returned it without a clear cut answer and being unsatisfied with it he has sent it back to her (the Sp is a lady).

He also let it slip that the docket of court judgements that I had given him did the trick. He seems to be in a somewhat catch-22 situation. Either he issues the license and risks censure from his superiors, or decline and risk appeal from me where in I will clearly show that he has not acted according to the law.

GBM, please take note.

BTW, there was rioting in my town last Thursday. Clearly a given point to an arms license!

Very good let us see what the Collector does next. It is really surprising how these spineless people become Collectors, what answer is this Collector seeking from SP? Is it documented on records that Collector was provided with court judgments, especially the Supreme Court ones?

No. I handed him the documents during the interview, not with the application.

But he knows my antecedents and knows very well that I could fight this matter out till the end.

please update the proceedings. If in case you go to court and if you get your licence there, will the authorities who denied the licence can be slapped charges for not obeying the Supreme court rulings?
