start a trap shooting range

I am from Pune and interested on knowing what permissions etc are required to start a trap shooting range?
I have land and the required machinery suitable for the activity 20 kms from Pune and would like to set up a facility for trap shooting alone.
Do I need permission to do this if it is not a commercial activity and only for myself?
If the same is a commercial activity open to all,do I require it?If so what is the process of getting it?
Since the hunting ban is in place ,most people with guns dont even have a place to keep up with their skill,If there is a place to easily do this I am sure it will reduce the people who go out and poach aswell.
Let me know if anyone has any information on the same,or if anyone has tried to do this aswell.
